Discussion of Oak Wilt in the neighborhood. A neighor shared information about a guest speaker available to address the membership regarding Oak Wilt. Timing of the presentation was discussed. There is a conflict between the SRCC April 21st meeting and a meeting at Travis High School regarding Nav Hub. It was decided to delay the start of the April 21st meeting to 8pm so that those interested can attend both.

5. 7:25 Noise from St. Ed’s baseball field
Our neighbor discussed the noise from the athletics field at St. Edwards. Mr. Kazenel met previously with St. Ed’s Administration and an agreement was reached. This agreement has not been honored. The noise can last for over 5 hours and interferes with the quality of life of SRCC members. Another neighbor shared that recently a lighting system has been installed and expressed concern that it will enable longer events. It was requested that SRCC provide a letter that can be taken to the Administration. Contact Mr. Kazenel at rkazenel63@gmail.com if you want to participate and express your concerns.
Presenter: Robert Kazenel, Resident(10 min)
6. 7:35 Planning & Zoning Issues
The P&Z Chair shared information about the results of their attendance at the last City Council meeting.
* Update on Giant Sign Ordinance
The City has accepted a bid for this to move forward.
* Rowan Vale proposed development on Annie St.
Presented by David Swann, NCPT: NCPT Rowan Vale Letter
A large group of members have kept up the pressure to have influence on this development. The chair expressed concern that, should this development be approved, it sets a precedent for future developments. Further, if the zoning is approved, the developer can turn around and sell the property.
* “No Zoning” Ordinance
* Commercial Micro Home Businesses
Discussion was about a movement that would allow small business in one’s yards. (There is a pilot of this effort moving forward. It is important that we pay attention.)
Presented by: Planning & Zoning Chair, Anita Tschurr (10 min)
7. 7:45 Looking Forward
* Navigation Hub
It was reported that there are 12 positions being considered to man the building. At this time, those positions do not include a safety officer. It was suggested that stakeholders confront David Gray that one of the positions be converted to a constable position. At this time, the Hub has represented itself as having fewer services than Sunrise, but SRCC representatives are skeptical.
* Fall Arts Trail (including our neighborhood schools)
There are hopes that each of the schools open as a location on the Art Trail.
* Reminder to vote in County Commissioner Run-Off election on May 26th
Presenter: Barbara Cilley (10 min)

Mobility–Reports have indicated that our 308 paid parking spaces along Congress will be reduced to 48 during the construction of the light rail.
Public Safety–A neighbor reported that a woman was walking in our neighborhood who was attacked by two loose dogs. The woman had to be hospitalized. The City confronted the owner of the dogs and the dogs have been confiscated. Final resolution has not been reported. (Location of attack was right across from St. Ed’s.) Another topic was discussed. There is a man who is hanging out repeatedly at the Shelter at Little Stacey.
Parks–The Purple Pipe project for reclaimed water is being modified to be used for irrigation. The project will be under construction over the next year. SRCC members lobbied to use that water for irrigation in Stacy Park (rather than the blue water that is now used). Zo, our council member is in agreement getting Austin Water and Parks to work together to meet this goal.
Communications–The newsletter will be available for distribution on April 15th
