SRCC GENERAL MEMBERSHIP MEETING

1. 7:00  Welcome and Announcements

Presenter: President, Mark Fealkoff(5 min)

Mary Fealkoff recognized Betty Wood for organizing today’s candidate forum.  George Morales and Gavino Fernandez introduced themselves.

2. 7:05  Approve Minutes from previous GM Meeting December, 16, 2025, GM Meeting. Meeting minutes available at: www.srccatx.org. 
Presenter: President, Mary Fealkoff (5 min)
A quorum was not present yet, so approval for the minutes will be rescheduled to the Feb. 17thmeeting.

3. 7:10  Membership Report 
Members must pay dues to participate in SRCC business and actions, such as voting and making motions. Try the subscription option for automatic annual renewals. Presenter: SRCC Membership, Mary Janecek-Friedman (5 min)
Mary Janecek-Friedman announced that a quorum had not been reached yet, so there will be not voting until/unless that occurs.  She also noted that membership is down a bit because of expired dues.  Reminders have been sent out for December (which is typically low) and January.  February’s reminder will be sent out soon.

4.  7:15  Treasurer’s Report

Presenter: Treasurer, Will Andrews (5 min)
Will Andrews shared the 2025 income & expenditures. He introduced the forecast for 2026.  The vote to accept the forecast was postponed until a quorum was reached.

5.  7:20  Reports from Standing Committee Chairs
 a) Planning and Zoning; b) Historic Preservation; c) Finance; d) Mobility; e) Public Safety; f) Parks and Environment; g) Schools; h) Communications (10 min)

Planning and Zoning:  
-Anita provided an update on a new affordable housing development on Annie Street, highlighting its amenities and potential impacts on traffic and parking. Anita shared details about the new development, highlighting its 5-story height, on-site parking, and plans for a daycare center.
Russell and Anita discussed the potential for new SRCC members from nearby developments.
The group also discussed a teardown on Sunny Lane and the need to address concerns about Project Connect’s impact on the neighborhood.
Mary Fealkoff announced that the next meeting would focus entirely on zoning and neighborhood projects.

Historic Preservation
Barbara Cilley informed the group about a property at 409 East Monroe facing a
public meeting regarding substandard and dangerous properties, which has been a long-standing issue. 

Finance
Quorum was reached at this point in the meeting. The budget for 2026 was presented by Will Andrews, and after discussion, it was.
Vote:  Accept 20, Reject 0, Abstain 0

Mobility
Mark Thompson provided updates on Woodland Avenue closure and sidewalk projects, mentioning TxDOT’s request for a meeting and the progress on poured sidewalks. Project Connect’s light rail received federal approval of its final environmental impact statement, allowing for further design work but still requiring additional funding.

Public Safety
The meeting covered several neighborhood updates and concerns. Wendy Todd raised issues about upcoming light rail construction and its impact on local businesses, while Tom Groce discussed ongoing mail thefts at the South Congress post office and encouraged residents to be cautious with tax payments. Betty Weed advised residents to verify receipt of tax checks with the county, and Wendy suggested digital payment options as an alternative.

Parks and Environment
David Todd provided updates on park activities and upcoming volunteer events, including collaborations with St. Edward’s University and local schools.

7.  7:40  County Commissioner Candidate Forum: Introduction, Campaign Priorities, Q&A for each attending candidate.

Presenter:  Communications Chair, Betty Weed  

Betty Weed introduced the format for a forum with candidates running for Travis County Commissioner, replacing Margaret Gomez. Candidates Gavino Fernandez, Susanna Woody, Ophelia Zapata, and George Morales were invited to introduce themselves, outline their qualifications, and share their primary goals.

The candidates discussed various issues including homelessness, mental health services, flood recovery funding, and property taxes. They addressed concerns about a new homeless navigation center and its impact on the neighborhood. The candidates also shared their views on increasing funding for the Public Defender’s Office and childcare services. The forum provided an opportunity for voters to hear directly from the candidates ahead of the March 3rd primary election.

Homeless Center Safety Concerns
The candidates were asked about their stance on the new homeless navigation center being located near schools and private residences. Susanna and George committed to speaking with council members and the mayor to address safety concerns for students and to keep homeless encampments out of parks. Gavino expressed opposition to the facility being located in the neighborhood, citing potential safety issues and the need for strong neighborhood opposition. The candidates were also asked about increasing law enforcement presence in the area, with Susanna and George agreeing to support this initiative.

Homelessness and Mental Health Solutions
The candidates discussed the challenges and solutions related to homelessness, mental health services, and budget allocation in Travis County. Candidates George, Susanna, and Gavino shared their support for expanding mental health diversion programs and emphasized the need for better collaboration between healthcare providers and local governments. They also addressed the issue of rising property taxes, with Susanna and Gavino advocating for more transparent budgeting and efficient use of funds. The candidates agreed that any tax increases should be used for recovery and rebuilding efforts following disasters.

Prop Q
The conversation ended with a discussion on Prop Q.
