1. 7:00 Welcome and Announcements
Update on Navigation Hub, particularly Nav Hub meeting of 12-9-25
SAVE THE DATE: Nav Hub meeting with Housing Solutions Office (HSO) and Council Members Qadri and Valasquez, 6:00 p.m. Jan. 8, Travis Early College High School (TECHS)
Presenter: President, Mary Fealkoff
–Reminder: SRCC is still in need of a secretary. Thank you to all who have contributed minutes in the interim.
–Mary Fealkoff provided updates regarding the NAV Hub project. Concerns were expressed that Travis High School had never been contacted or included in on meetings or discussions. A follow-up meeting is scheduled for Jan. 8th at 6 pm to address questions, provide timelines, and request information regarding safety measures, particularly related to kitchen and shower facilities. Zo Qadri (CM D9) and Jose Velasquez (CM D3) will be in attendance. Mary also announced an open application period for applications for the advisory committee, with a deadline of January 21st.
–Attendees discussed concerns about the composition of the advisory board. Mary Fealkoff shared that Walter Moreau, Exec Director for Foundation Communities, and residents of Arbor Terrace (located next door to the proposed hub) are worried about daily services and how they will be impacted by people hanging out in the area. Mary Fealkoff emphasized the need for community involvement and concerns that the board selection process is currently being under the control of the HSO. Betty Weed highlighted the importance of city council involvement in selection board members. Ruth Casarez expressed confusion about the schools’ involvement, noting that Council member Velasques had previously claimed to be in contact with them.

–Minutes were approved by unanimous consent.
3. 7:10 Membership Report
Members must pay dues to participate in SRCC business and actions, such as voting and making motions. Try the subscription option for automatic annual renewals.
Presenter: SRCC Membership, Mary Janecek-Friedman
–Mary Janecek-Freidman shared that membership numbers have not changed since the last meeting. Historically, new membership are low in December.
4. 7:15 Treasurer’s Report

–Will Andrews presented the 2026 budget, but voting for approval was rescheduled until January due to lack of a quorum.
5. 7:20 New Coordinator for Area 4B
After years of diligent service, Sarah Campbell has decided to step down. She has selected Lucia Gamboa to succeed her as coordinator of Area 4B [VOTE EXPECTED]

–The vote was rescheduled for January due to lack of a quorum.

Planning and Zoning
–Time Insurance Zoning Change request—Gayle relayed the neighbor meeting with Leah Bojo from Drenner’s office:
Agent has removed the IH35 portion of the case
Agent will be refiling the request for 160’ in height instead of 120’
Massing of building will be in 2 towers
Parkland dedication will be fee in lieu plus some property
Existing private covenant could be exchanged for new one
Plan to re-locate heritage trees
Property will be excavated to Riverside Dr level
–former Acton Business School Site
Gayle explained that EROC is waiting to have meeting regarding the zoning change request to PUD for this 2.62 acre site across the street from the Time Insurance site
Mobility
–Mark Thompson reported that Project Connect’s final environmental impact statement will be available in January. The project installing a sidewalk along Academy is scheduled to start December 29th.he improvements.
–Patrick McKenna inquired about improving the soccer field at Blunn Creek Park. Mark suggested contacting David Todd or Jeff Kessel. Anita Tschurr asked about reclamation work at East Riverside and Mark explained that TxDOT was responsible for the improvements, including a boardwalk extension.
Public Safety
–Tom Groce is still patrolling the neighborhood and looking for help. Please contact him at trroce71@gmail.com if you can help out. Stay vigilant.
Parks and Environment
–Jeff Kessel discussed ongoing projects with the parks’ arborist, including efforts to encourage tree growth and address erosion. Jeff acknowledged the concerns about the condition of the soccer field and ball field areas in Blunn Creek part, particularly noting the impact of heavy use during dry conditions.
Schools
–Mary Fealkoff shared that she and Gretchen had met with the PTA of Travis Heights Elementary to discuss potential collaborations, focusing on projects that would benefit both the school and the neighborhood.
Communications
–Betty Weed checked on whether everyone is getting the monthly update and possible issues with email distribution. Mary Fealkoff, Betty Weed, and Mary Janecek-Friedman have been meeting to plan an update to the website and invited help with reviewing old pages.
–Ruth Casarez requested newsletter article submissions by February 20-25 for the April issue. Attendees agreed that any newsletter inserts should go through the executive committee for approval.

EROC
East Riverside Corridor Vision and Regulating Plan & Imagine Austin
Gayle Goff announced that there is a need for ambassadors to participate in these upcoming planning efforts. There is an offer of $25 per hour for the help.

–Betty Weed reminded the group that dues for ANC are due by January. She announced that ANC has a new president: Jeffrey Bowen.
–Ruth Casarez reminded everyone that a nomination committee needs to be formed in preparation for the election of officers in April
