NOTICE OF SRCC BYLAWS REVISION

The SRCC membership will vote on the adoption of revised bylaws at the November General Membership meeting (Tuesday, November 17, 2026 at 7:00 pm via Zoom). A two-thirds majority vote in favor of adopting the revisions will be required to pass the motion. Only members who are current on their dues (paid at least one month in advance of the meeting) are eligible to vote, with the exception that a former member whose dues have lapsed no more than 2 years ago may renew prior to the zoom meeting and be eligible to vote.

The exact wording of the proposed bylaws changes is available as a redlined document on the SRCC website (www.srccatx.org) on the Bylaws page, found under the About menu. If you have trouble locating the proposed bylaws, please contact your area coordinator for help. Following is a summary of the proposed changes.

SUMMARY OF PROPOSED REVISIONS TO SRCC BYLAWS

  1. In general, the Bylaws are updated to reflect the way SRCC currently operates. Language that was redundant or confusing is corrected and information is arranged in a more logical order.
  2. Article IV — Membership and Dues: Two changes are proposed to clarify member rights (including when a new member can be elected to office).
  3. Article V and Article VI: The order of these two sections is being switched so that discussion of SRCC’s organization comes before details on how meetings are conducted.
  4. Article V — Organization: Clarified who is elected and when, and which positions are appointed and by whom. Also, the timing for elections was moved from being specifically in March to being anytime before April 30. A paragraph on appointing committee chairs is moved from the committee section to appear here instead. In addition, a new paragraph has been added to address the removal of officers. 
  5. Article VI — Meetings and Voting: Several updates are proposed that include virtual and hybrid meeting options, including defining what it means to be “present” at a meeting. The section on electronic votes was also updated to be more clear. This process will be explained more fully in the Policies & Procedures Manual, which is being written.
  6. Article VII — Duties of the Elected Officers of the Executive Committee: Language was added referring to a Nominating Committee (see Article VIII below) and also adding an option for Co-VPs.
  7. Article VIII — SRCC Committees: Added a new standing committee: The Nominating Committee, which shall work year-round. The nominations process will be discussed in more detail in the Policies & Procedures document. Language clarifying when committees should report and also added an option for nonmembers to advise committees.
  8. Article IX — Amendment of the SRCC Bylaws: Removed the requirement that notice of the proposed bylaws revision must be printed in the SRCC newsletter.
